Brown ground beef. Season with taco seasoning and set aside.
Use a 3 in circle cutter to cut out 27 circles from white corn tortillas. Set aside.
Heat 1.5 cups of vegetable oil and begin to cook the tortillas. Only 3-5 seconds on each side. Let it cool down on a paper towel.
While the tortillas are cooling, cook the refried beans on the stove until hot. Add water a teaspoon at a time to loosen it up if need. Next add cheese and the sour cream until well combined. Remove from heat.
Layout tortillas on a serving platter. Add a layer of refried beans, beef, cilantro, green onion, and tomatoes. Repeat until done.
Serve immediately.
